PROTOCOLS PROVIDED BY THE NATIONAL COE FOR PASSENGERS IN INTERNATIONAL ARRIVAL
To operationalize the resumption of commercial passenger flights in Ecuador, the National Emergency Operations Committee (COE) issued on June 1 the Protocol for entering the country by air, permanence and departure of mandatory preventive isolation during the term of the state of emergency. Below are the general provisions of the protocol:
• Upon entering the country, passengers must sign a commitment letter (Special Immigration Form), by which they agree to abide by the provisions established by the authorities and comply with mandatory preventive isolation (APO). Passengers must deliver the aforementioned document to the immigration authority upon entering the country.
• Travelers will be asked for the negative result of a PCR test, carried out up to 7 days before the trip. In the event that the PCR test cannot be performed in the country of origin, the passenger, upon arrival in Ecuador, will undergo the test to detect SARS-CoV-2 that the Health Authority determines. The passenger must accept this condition before boarding.
• All costs of transportation, accommodation and food must be borne by travelers.
• In cases where the APO is carried out in a temporary accommodation site, the cost of the stay and food must be borne by the person entering the country; And, you must do it in the same city of the airport that you used to enter the country.
• Passengers must fill out and sign, prior to disembarking, the Traveler's Health Record, which will be delivered to the Ministry of Public Health (MSP) upon arrival to carry out the respective medical evaluation.
• Immediately after arriving in Ecuador, the traveler must comply with the APO, according to the operational guidelines established by the Sanitary Authority, for a period of fourteen (14) days. The count of APO days is from entering the country (13 nights 14 days).
• All resident nationals and foreigners who are part of priority attention groups (in general: children and adolescents without legal representative or parents, pregnant women, people with disabilities, people with catastrophic illnesses, older adults and deported people ) will carry out the APO at home. The MSP staff will be in charge of defining priority attention groups at the time of arrival.
• All nationals and foreign residents who are not within the priority attention groups that have a negative PCR test will perform their APO at home.
• All resident nationals and foreigners who are not within the priority attention groups and do not have a negative PCR test, will perform their APO in temporary accommodation.
